Approve the Vinh southwestern urban zoning plan at the scale of 1/2000

In Decision No. 191/QD-UBND dated January 20, the Provincial People's Committee approved the 1/2,000 scale zoning plan for the southwestern urban of Vinh city in the following communes: Hung Thinh, Hung My, Hung Phuc, Hung Nguyen district.

In Decision No. 191/QD-UBND dated January 20, the Provincial People's Committee approved the 1/2,000 scale zoning plan for the southwestern urban of Vinh city in the following communes: Hung Thinh, Hung My, Hung Phuc, Hung Nguyen district.

According to plan, Vinh southwestern urban is an ecological area, a service center combined with a water surface landscape in the southwest of Vinh city, invested in modern construction and synchronous architecture, technical and social infrastructure in sustainable development and environmental protection direction.

Total planned area is 490.01ha, which includes about 383.94ha of Hung Thinh commune, about 86.05ha of Hung My commune, about 20.02ha of Hung Phuc commune. Current population in the planning area is 3,970 people. It is forecast to increase population at about 32,134 people after the planned formation.

The entire planning area is divided into 5 sub-zones, connecting through the 35m wide and 24m wide main road of the planning area.

Specifically: Sub-zone I is located to the northwest, along 1A National Bypass Highway, and 8B road, passing through the communes: Hung Thinh, Hung My. This is a new construction area, mainly planning functional areas: low-rise housing, social housing, public works, mixed use buildings, international universities, international schools, and projects high-tech aquaculture; water surface-green trees, physical training, sports. Total area is about 113.3 hectares.

Sub-zone II is located to the Southwest, along the 8B road and Hoang Cau River, in the communes: Hung Thinh, Hung My, Hung Phuc. This is a new construction area, mainly planning functional areas: low-rise housing, public works and trees for residential units, small commercial and service buildings, primary schools, junior high schools, high schools, and cemetery. Total area is about 104.0 ha.

Sub-zone III is located to the North, along the 1A National Bypass Highway of Vinh City, in Hung Thinh commune. This is a renovation and embellishment area, mainly planning functional areas: low-rise housing, public works, schools, trees, commercial and service buildings, international hospitals, mixed-use projects. Total land is about 71.8 hectares.

Sub-zone IV is located to the Northeast, along the 1A National Bypass Highway of Vinh city, in Hung Thinh commune. This is a renovation and embellishment area, mainly planning functional areas: low-rise housing, public works, commercial and service works, mixed works, amusement, entertainment, and resort works riverside, trees and cemetery. Total area is about 85.5 hectares.

Sub-zone V is located to the South and East, along the Hoang Cau River and Cau Gay River in Hung Thinh commune. This is a renovation and embellishment area, mainly planning functional areas: low-rise housing, public works, schools, mixed works, commerce, services, wholesale markets... The total land area is about approx. 115.5ha.

In this Decision, Provincial People's Committee assigned Hung Nguyen People's Committee to coordinate with relevant agencies to organize landmark planting and publicizing the planning; complete procedures for land use conversion according to regulations; complete procedures for adjustment, supplementation, arrangement and plan on land use for project implementation basis, and make a list of land use investment projects to appraisal and approval, and implement project in accordance with regulations.
