This is one of the objects to promote investment in regional socio-economic infrastructure, especially transport infrastructure in Resolution No. 26-NQ/TW of the Politburo dated November 3^rd, 2022 on socio-economic development, defense and security assurance in the North Central and Central Coast regions by 2030, with a vision to 2045.

On the morning of November 16, the Politburo and the Secretariat of the Party Central Committee held an online conference to thoroughly grasp and implement Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on socio-economic development, national defense and security assurance in the North Central and Central Coast regions by 2030, with a vision to 2045 (Resolution No. 26).

General Secretary Nguyen Phu Trong attended, chaired, and directed the conference. Politburo members: Nguyen Xuan Phuc - State President; Pham Minh Chinh - Prime Minister; Vuong Dinh Hue - Chairman of the National Assembly; Vo Van Thuong - Permanent Secretary of the Secretariat co-chaired at the Central Bridge point.

Attending at the Central Bridge were leaders of the Party, State, departments, ministries, and branches under the Central Government; Permanent member, Standing Committee members of 14 provinces and cities from Thanh Hoa to Binh Thuan.

Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee chaired at the main bridge point of Nghe An province. The conference was streamed directly to 22 bridge points of districts, cities, town committees, Party Committees of Provincial Agencies, 431 communes, wards, and townships and more than 300 bridge points of Agencies under the Provincial Party Committees.

The Politburo issued Resolution No. 26, expressing the Party and State's special interest in the region, meeting the aspirations of the Party Committees, Governments and People of the region in the new development context.

Resolution No. 26 is an important political basis for the new mechanisms and policies in order to exploit and promote to the highest extent potentials and advantages for rapid development of the whole region, as well as localities in the region in the near future.

According to the Resolution, the goal by 2030 is to develop the North Central and Central Coast to be a region of dynamic, fast and sustainable development, strong in the marine economy; improve socio-economic infrastructure modernly and synchronously with highly resistance to natural disasters and epidemics and effective adaptation to climate change; build a number of major industrial, service and international cooperation centers of the country with coastal economic zones and coastal urban systems by national and regional standards.

This is the gateway to the sea of the Central Highlands and Laos; where cultural, historical, marine, island and forest ecosystem are preserved and promoted; the material and spiritual life is constantly being improved; national defense, security and maritime sovereignty are firmly guaranteed; Party organizations, and political system are strong; the great solidaraty of the people is strengthened.

The Politburo advocates of organizing the development space in three sub-regions: North Central, Central Central and South Central. Resolution No. 26 sets out 7 main groups of tasks and solutions to achieve the targeted goals, including: Focusing on competing institutions and policies and promoting regional linkage development; Promote regional economic restructuring, promote marine economic development; Concentrate on strongly developing the urban system, especially the coastal urban system; Stimulate investment in regional socio-economic infrastructure, especially transport infrastructure.

Strengthen management and efficient use of natural resources, especially marine, island and forest resources; protect the environment, especially the marine environment; improve natural disasters resistance and adapt to climate change; Comprehensive development of the region's culture and society; Firmly ensure national defense and security, improve the efficiency of foreign affairs; Strengthen Party and political system building and rectification; Improve effective and efficient management of all government levels; Consolidate the great solidarity of people in the region.

Among the main groups of tasks and solutions, Resolution No. 26 of the Politburo mentions many important contents related to Nghe An such as: Reviewing and adjusting mechanisms, policies, and resources to improve effective cooperation in the inter-provincial development plans of South Thanh Hoa - North Nghe An; South Nghe An - North Ha Tinh; calling for and stimulating investment in the highway Hanoi - Vientiane (the section through Nghe An). Nghe An is also determined to focus resources on developing potential seaports to become special seaports along with Thanh Hoa, Da Nang and Khanh Hoa.

Vinh city was also identified in the Resolution No. 26 of the Politburo as a "coordinate", which is invested to build infrastructures and improve operation quality of large universities and has become the nucleus of a specialized medical center together with Da Nang and Hue city. Vinh city is also oriented to develop to be the cultural center of the northern region.
