Overview of the Meeting

In July, branches, localities and units continue to review and set targets of sectors and fields to focus on ensuring the completion of set targets; effectively implement the program of socio-economic recovery and development. At the same time, continue to implement the Projects, Programs and Resolutions approved by the Provincial Party Committee, Provincial People's Council and Provincial People's Committee according to the set schedule; focus on speeding up the deployment of key projects, speeding up disbursement of public investment capital. By July 20, 2022, the total public investment plan has disbursed 3,472,818 million VND, reaching 36.98% of the plan; in which, public investment capital managed by the province has been disbursed, reaching 31.85% of the plan.

Budget revenue in the province in the first 7 months of the year is estimated at 11,887 billion VND, reaching 79.3% of the estimate and equaling 104.1% compared to the same period in 2021. Local budget expenditure in 7 months is estimated at 17,105 billion VND, reaching 55.1% of the estimate.

About attracting investment, in the month (as of July 18, 2022), the province has granted (Approval of investment policy/issuance of investment registration certificate) for 08 new projects with a total registered investment capital of 1,643.6 billion VND and adjusted 05 projects. Accumulation from the beginning of 2022 until now, the province has granted 66 new projects with a total registered investment capital of 16,470.6 billion VND and adjusted 68 projects.

In July, there were 123 newly established enterprises, up 42.3% over the same period in 2021 with a total registered capital of 1,536.7 billion VND. Accumulating 7 months, there were 1,203 newly established enterprises, an increase of 10.7% over the same period in 2021 with a total registered capital of 12,740.98 billion VND. 592 enterprises reopened, up 16.53%. 84 enterprises dissolved, down 9.67% over the same period in 2021.

At the meeting, delegates gave opinions on the deployment of socio-economic development tasks, ensuring national security and defense in July, key tasks in August, and discussed their opinions on a number of important matters within their competence.

Urgently implement the Resolutions passed at the 7th Meeting, the 18th Provincial People's Council

Assessing the situation of deploying tasks of socio-economic development and ensuring national defense in July, Mr. Nguyen Duc Trung, Chairman of the Provincial People's Committee noted that it is necessary to clearly recognize the existence and limitations for close guidance as well as to propose effective remedial solutions.

Mr. Nguyen Duc Trung, Chairman of the Provincial People's Committee asks the heads of departments and branches to be very responsible in performing their assigned tasks.

Regarding the tasks and solutions in the near future, Mr. Nguyen Duc Trung requested the sectors to focus on deploying the tasks and solutions according to the socio-economic development plan in 2022; closely follow the growth scenarios to strive to achieve the highest goals. It is necessary to promptly report to the Provincial People's Committee any difficult issues and problems to be resolved.

Along with that, focus on drastically deploying the tasks of the socio-economic recovery and development program in the province. Preparation of contents related to regional linkage activities including a conference on cooperation and development between three provinces of Nghe An, Ha Tinh and Thanh Hoa to be held in August.

The Industry and Trade sector focuses on reviewing relevant contents to have solutions to overcome the value of industrial production and resolve difficulties and obstacles, support enterprises, and connect supply and demand to consume products. The Agriculture and Rural Development Sector actively produces the seasonal crop; proactive in disaster prevention.

The Chairman requested that in August, branches and localities should focus on solving and completing major key tasks. That is, finalizing the final report on Resolution 26 of the Politburo before August 31, 2022 to ensure quality; completing the dossier on the draft of the Provincial Planning for the 2021-2030 period, with a vision to 2050 to submit to the National Appraisal Council; urgently implement the resolutions passed at the 7th meeting of the 18th Provincial People's Council; at the same time, to deal with the recommendations of voters and delegates of the Provincial People's Council attending the meeting.

Deployment of the Prime Minister's conclusions

Recently, the Prime Minister worked with the Standing Board of the Provincial Party Committee and reached specific conclusions, therefore, requesting branches, units and localities on the basis of their assigned functions and tasks to immediately implement the following contents that the Prime Minister concluded and directed at the meeting. In which, for strategic infrastructure construction projects, the Department of Transport assigns to coordinate with relevant branches to complete the dossier to adjust, supplement and update the plan of Vinh international airport; complete the procedure for calling and deploying projects in the form of Public Private Partnership (PPP).

Regarding Cua Lo deep-water port project, the Management Board of Southeast Economic Zone will review and report to the Provincial People's Committee and the Provincial Party Committee for approval of the investment policy. The Department of Agriculture and Rural Development cooperates with the Ministry of Agriculture and Rural Development to continue completing the procedures for deploying water reservoir project of Mong village.

Regarding the disbursement of public investment capital, The Chairman of the Provincial People's Committee requested the departments, branches and localities to focus on speeding up the deployment of projects, especially key projects. In which, it is required that the Departments, branches, project investors, especially the heads, must focus on disbursing investment capital. The Departments of Construction, Natural Resources and Environment, Agriculture and Rural Development give priority to handling procedures related to project deployment to ensure the disbursement rate. The Department of Planning and Investment reviews and evaluates the disbursement ability of each project and on that basis to have a suitable change plan for projects that cannot be disbursed.

The Departments of Agriculture and Rural Development, Labors - War invalids and Social Affairs, and the Provincial Committee for Ethnic Affair need to urgently focus on implementing three National Target Programs on building new countryside, sustainable poverty reduction, and developing ethnic minority areas.

The fields of culture and social security need to be paid more attention and well implemented. In which, the Health sector continues to effectively implement measures to prevent the COVID-19 epidemic, especially boosting the vaccination rate; proactively prevent other diseases such as dengue fever, etc. Along with that, ensuring medical supplies to serve the medical examination and treatment and people's health care. The Department of Labor, War Invalids and Social Affairs has well implemented social security policies, policies for meritorious people, policies to support house rent amount for employees, etc.

 Regarding administrative reform, the Chairman asked the departments, branches and localities to continue to promote and strictly deploy administrative discipline, enhance Public service ethics and quality to serve people and enterprises. In the near future, the Provincial People's Committee's Office is required to closely monitor and advise on documents to correct the processing of documents, the status of unscheduled work of branches and localities.

The Department of Planning and Investment and the Department of Finance proactively and early guide branches and localities to develop a plan for economic and social development and budget estimates for 2023. Continue to ensure national defense and security; focus on completing the maneuvers of defensive zone and civil defense at the provincial level by the end of August 2022.
