Provincial People's Council considers and approves 32 draft resolutions

Before voting to approve the draft Resolutions, the Secretariat presented a summary of the report summarizing the opinions of the Provincial People's Council deputies on the draft Resolutions and the comments received and explained by the drafting agency.

In the working session this morning, the Provincial People's Council considered and approved 32 draft resolutions. Evaluating the draft Resolutions submitted to the meeting, Provincial Party Secretary, Head of Provincial National Assembly Deputies' Delegation, and Chairman of the Provincial People's Council Thai Thanh Quy said that the process of preparing draft Resolutions was very thorough and tight. During the discussion at the group, in the hall, in the spirit of frankness and openness, the delegates of the Provincial People's Council had many comments on the draft Resolutions; the drafting agencies have received and supplemented relevant comments.

Accordingly, the Provincial People's Council has agreed on key tasks and solutions in the last 6 months of 2022: Speeding up the progress of formulating, submitting for approval and implementing key programs and projects under the Action Program to implement the Resolutions of the Party Congresses at all levels and the resolutions of the Central Committee and the province. Accelerating socio-economic recovery and development; highest achievement of economic growth targets and scenarios in 2022. Implementing drastically and effectively solutions to accelerate disbursement of public investment and effectively implementing national target programs. Continuing to strongly improve the investment and business environment; supporting, solving difficulties and problems for enterprises.

Developing cultural fields, ensuring social security. Effectively implementing natural resource management, environmental protection, natural disaster prevention and response to climate change. Improving the effectiveness and efficiency of state management, promoting administrative reform and digital transformation. Strengthening inspection, settlement of complaints and denunciations. Ensuring national defense and security; effectively carrying out external activities. Strengthening the direction of information and propaganda to contribute to social consensus.

Speaking at the closing session, Mr. Thai Thanh Quy - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that, at the meeting, the Provincial People's Council made a comprehensive assessment of the results of socio-economic development in the first 6 months of 2022, key tasks and solutions in the last 6 months of 2022. In the past 6 months, with the close leadership of the Provincial Party Committee; the centralized and drastic direction and administration of the People's Council and PPC; with the solidarity and efforts of enterprises, entrepreneurs, voters and people, the province's economy has made a strong recovery after the fourth wave of the COVID-19 pandemic.

However, the production and business activities of enterprises in some fields still face difficulties; compensation and site clearance for a number of key projects is still behind the requirements. The management of environmental resources in some localities is still loose. Although administrative reform has been directed to implement drastically, it has not met the set requirements, etc.

In the last 6 months of 2022, the Chairman of the Provincial People's Council requested all levels and branches to thoroughly grasp and strictly implement the recommendations in the inspection report of the Standing Committee’s People's Council and the Provincial People's Council’s Committees; opinions and discussions of the Provincial People's Council’s deputies, the tasks and solutions outlined in the Resolution on implementing tasks in the last 6 months of 2022.

The 7^th Meeting - the Provincial People's Council discussed and unanimously approved resolutions, creating a legal basis for solving people's problems, promoting socio-economic development, ensuring security - national defense of the province. In the process of implementing the resolution, the Chairman of the Provincial People's Council requested the PPC, agencies in the state apparatus from the province to the grassroots, and relevant individuals to strictly implement it right from the stage of propaganda, thorough understanding to planning, guiding and allocating resources. The Standing Committee of the People's Council, the Committees, Groups and deputies of the People's Council strengthen the supervision of the implementation process of all levels and branches, ensuring that the resolutions are implemented in the most effective manner. The PPC and units receive, direct the implementation, and properly deal with the recommendations in the report of the Provincial People's Council's Supervision Team, the inspection report of the Provincial People's Council’s Committees and the opinions of the deputies at the meeting.

The question-and-answer session of the meeting was lively, frank, serious, substantive, responsible and effective. The results of the question-and-answer session showed that the issues selected by the Provincial People's Council are highly topical, practical, have a great impact and are consistent with the reality set forth by the province, meeting the aspirations and expectations of voters and people. The Chairman of the Provincial People's Council requested the PPC, relevant departments, committees, branches and units to urgently and seriously implement the promises and commitments before the People's Council and voters. The Provincial People's Council will continue to monitor and supervise the implementation process of relevant units, organizations and individuals.
